2.3 Order of precedence. In the event of a conflict between the text of this document and
the references cited herein , the text of this document takes precedence. Nothing in this
document, however, supersedes applicable laws and regulations unless a specific exemption has
been obtained.
3. REQUIREMENTS
3.1 First article. When specified (see 6.3), a sampling shall be subjected to first article
inspection.
3.2 Design, materials, and manufacturing. Unless otherwise specified, the design,
materials, and manufacturing process selection is the prerogative of the contractor provided all
articles submitted to the government fully meet the operating, interface, interchangeability/
interoperability, and environmental requirements specified in this document.
3.3 Finish. The equipment finish shall contribute to field camouflage through color
selection and reflectance of all externally visible components. All parts shall be suitably treated or
finished to provide protection from corrosion. Protective coating shall be field restorable.
3.4 Marking. Mark directly or by label to include, contract number, unique serial
numbers on each nomenclatured item and circuit card assembly (CCA), date, manufacturer code,
part number, and national stock number. Use clear and legible lettering. The selected method of
marking shall withstand the specified operating environmental conditions without any evidence of
breakage.
3.5 Electrical preconditioning. Prior to submission to first article inspection, each system
built shall be electrically preconditioned for 48 hours. The last 24 hours of preconditioning shall
be failure free. Failures which occur in test shall be noted and reported, but will not be counted
towards the establishment of the equipment MTBF. Duty cycle imposed, vibration, environmental
